After hardware change, can't activate Windows.

I changed my motherboard and processor. I tried to activate Windows. Google says choose the Troubleshooting link. When I try that I get this:

After Google again, I tried:

  • sfc /scannow
  • dism /online /cleanup-image /restorehealth

and

  • net start sppsvc
  • cscript.exe slmgr.vbs /rilc

Following a learn.microsoft thread I ran slmgr.vbs /div and got this:

Which shows that I do have a retail version.

I even dug out my old physical media, but that didn't work either.

Note, I orginally bought this as Windows 8.1, and upgraded to 10. I've also changed the computer at least twice.
