Permissions to delete a task of the signed-in user:

DELETE /me/todo/lists/{todoTaskListId}/tasks/{taskId}

Permissions to delete a task of another user:

DELETE /users/{id|userPrincipalName}/todo/lists/{todoTaskListId}/tasks/{taskId}
