I understand that you are experiencing an intermittent issue where the Send and Reply buttons disappear in the New Outlook interface. This is typically related to a synchronization lag or a corrupted local web cache within the application.

If you're using the delayed send feature, try this quickly and see if closing/reopening the draft makes the buttons reappear. But your case shows an error in New Outlook. Please help me narrow down the search for the cause. Please provide the following information:
- Which exact build of New Outlook are you on? (Help > About Outlook)
- What kind of account is this? Exchange Online, on-premises Exchange 2013/2016/2019, or something else?
- Is your profile set to Online mode or Cached Exchange mode?
- Does it only happen on delayed‐delivery drafts, or on every compose/reply window?
- Do you have any add-ins enabled that might be interfering with the ribbon?
- If you toggle “Use classic Outlook” off/on (or restart New Outlook), does it make any difference?
- Can you reproduce it consistently (e.g. always after switching windows or sending a previous message)?
In the meantime, please try the following official troubleshooting steps which usually resolve issues with basic issues:
- Reset the App: Go to Settings > Apps > Installed Apps > Outlook (New). Click the three dots, select Advanced options, and then click Reset.
- Check View Settings (switch to classic Outlook to try this step): Sometimes the "Simplified Ribbon" vs. "Classic Ribbon" can cause UI glitches. Try toggling between them by clicking the downward arrow on the right side of the toolbar.
- Update Outlook: Ensure you are on the latest build. Go to Settings > General > About Outlook to check for updates. 
If the buttons disappear again, try pressing Ctrl + Enter or Alt + S as a shortcut to send the mail; if the shortcut works, it confirms the issue is purely a visual rendering glitch.
