Cannot access the Admin account for my organization

We have a nonprofit Microsoft 365 account. It was set up to our general inquiry inbox and office phone system. However, we have switched to voice-over-Internet-Phone service and therefore can not retrieve any two-step authorization codes. We desperately need to add and remove some licenses, but can not get past the two-step authorization. We are a small office, and do not have an IT staff. We all have access to the admin account, but are completely unable to get beyond entering our username and password.
