Server issue on Outlook- not receiving some emails

Emails I am not receiving are usually automated 'verification emails' sending codes so i can login to various accounts online. So frustrating as this has been going on for a long time now. I am receiving other emails as usual and spam just certain emails just don't come through.

I am told it's a server issue by Microsoft but so far i have been unsuccessful gaining access to online support for outlook.com and the help toolbar will not load properly - someone please help me!!!
