Since you can't receive the verification codes from your old landline recovery phone number for a password reset, the only way to recover/unblock the account is through the account recovery web form: https://account.live.com/acsr
Important: If you have an active 2FA, ACSR will inform you that your recovery request will be ignored. If you only receive a message that the recovery request is either successful or indicates insufficient information, this means that 2FA is disabled.
You'll need to keep trying until you're verified by Microsoft, and you can do this up to 2 times every 24 hours.

To regain access when verification codes go to an old landline, the security info on the Microsoft account must be updated or replaced.
Use these steps:
If signing in is not possible because the code only goes to the landline and no other method works, use the account recovery process instead:
If verification codes are not arriving on any method that should work, sign in to the Security basics page with any available access and select Update info, then choose a method that works or I don't have any of these to replace the security info.
Once a working phone or email is added and verified, codes will go to that method instead of the old landline, and the account can be accessed again.
