I need help with creating image on image in Designer

I have looked up all that CoPilot or other to find out how to insert an image on another image and the directions do not make sense. need a call back.

    To place one image on top of another using Microsoft 365 Copilot and Designer capabilities, use the image editing tools that support layers and inserting additional media.

    In the Microsoft 365 Copilot app:

    1. Open the Microsoft 365 Copilot app and select Create from the left side of the window.
    2. Choose Edit an image.
    3. Select +Add an image and upload the base (background) image, then select Edit.
    4. On the right side, use My media or Visuals:
      • My media: upload or select another image you want to place on top.
      • Visuals: insert other pictures or AI-generated images to layer over the base image.
    5. After inserting the second image, move and resize it on the canvas to position it where needed.
    6. Use Layers (if available) to manage which image is in front or behind by adjusting the background layer and other elements.
    7. Use Edit, Markup, or other tools to refine, crop, or annotate as needed.
    8. When finished, select Download at the top right to save the combined image.

    If starting from scratch instead of editing:

    1. In the Microsoft 365 Copilot app, select CreateCreate an image.
    2. Generate or upload an initial image.
    3. Then follow the Edit an image steps above to add and position additional images using My media or Visuals.

    For more advanced composition, Designer’s Image Creator can also generate new images from detailed prompts (for example, describing a scene that already includes multiple elements), and those generated images can then be edited again with additional media layered on top.
