We would like to request your official clarification regarding the appropriate licensing option for our end customer.

The customer has explicitly confirmed that the required license is:

Windows Server 2022 Standard – Desktop Experience (GV)

At the same time, we currently have a quotation for the following item:

DG7GMGF0PWHC – Windows Server 2025 Standard – 16 Core License Pack (One-Time Purchase)

We would highly appreciate your official clarification on the following points:

  1. Does DG7GMGF0PWHC – Windows Server 2025 Standard – 16 Core License Pack grant valid downgrade rights to Windows Server 2022 Standard – Desktop Experience (GV)?
  2. Would deploying Windows Server 2022 Standard with Desktop Experience under the above license be fully compliant with Microsoft licensing policies and terms?
  3. Is Desktop Experience in Windows Server 2022 Standard covered under the downgrade rights of this license, or does it require any separate licensing consideration?
  4. Are there any specific activation, installation, or licensing compliance requirements when using Windows Server 2022 under a Windows Server 2025 Perpetual CSP license?
  5. In your view, should the customer’s stated requirement for Windows Server 2022 Standard – Desktop Experience (GV) be fulfilled through a different SKU that is more suitable than the above item?
  6. Is Software Assurance required in this scenario for the lawful use of Windows Server 2022, or would the proposed perpetual license alone be sufficient?
  7. Would the 16 Core License Pack be considered the correct starting point in this case, noting that the final total number of required cores is still under confirmation from the customer?
  8. We would also appreciate your clarification on the official downgrade process from Windows Server 2025 to Windows Server 2022 Standard – Desktop Experience, including:

o How to obtain the proper installation media for the downgraded version.

o The correct activation method and any required keys, if applicable.

o Whether it is necessary to contact Microsoft, Volume Licensing Service Center, or any other portal to complete the downgrade process.

o Any documents or records that should be retained to demonstrate licensing compliance when using the downgraded version.

Your official clarification will help us proceed correctly with the customer and ensure that the proposed licensing approach is fully aligned with Microsoft policy and the customer’s stated requirement.

    The Windows Server 2025 Standard 16-Core License Pack procured through the Cloud Solution Provider perpetual program provides comprehensive downgrade rights to Windows Server 2022 Standard. Deploying the older version using this current SKU is completely aligned with Microsoft commercial licensing policies. The Desktop Experience requirement you mentioned is simply an installation option chosen during the initial server setup phase rather than a distinct licensing tier. It is fully covered by the base Standard edition license and requires no supplementary purchases. Purchasing the current 2025 SKU is the appropriate procurement method since Microsoft deprecates older SKUs upon a new release, making the 2025 version the correct vehicle for acquiring 2022 rights. You do not need Software Assurance in this scenario because downgrade rights are an inherent, standard benefit of Microsoft CSP perpetual software licenses.

    Starting with the 16-core pack is the accurate baseline for your physical hardware. Microsoft core-based licensing dictates a strict minimum of sixteen licensed cores per server, requiring additional core packs only if the physical processor core count exceeds this baseline. To facilitate the downgrade process, you will bypass legacy portals like the Volume Licensing Service Center.
