Access to United Health Care account on MS Surface is being blocked

I cannot log-in to my United Health Care (UHC.com) account. I've tried UHC call for help but they were useless. I can - sometimes - enter my account and password and get the two-factor page, enter the passcode, but it just cycles back to the sign-in page. Most of the time, just pressing sign-in button causes a cycle back. I know it's my Surface because I can login fine on my iPhone and work laptop (also Windows). I've tried erasing cookies, resetting Edge, using Chrome. No help. Help please?

    Hi Mark K Wylie,

    I understand how frustrating it is looping on UHC website sign-in on your Surface, especially when the same account works on your iPhone and another Windows PC. Since you’ve already tested Edge and Chrome, the problem might be at the Windows profile or system level. At this stage, the only remaining things that I can think of are:

    1 - Verify system date, time, and time zone

    • Open Settings > click Time & Language
    • Enable both automatic time and time‑zone.
    • If they’re enabled, turn OFF and restart your PC.
    • Test sign-in once > turn automatic on > Sync now.

    2 - Check Windows TLS settings

    • Press Win + R > type inetcpl.cpl > press Enter
    • Go to Advanced > Ensure TLS 1.2 is enabled.
    • Apply changes and restart the browser.
    • Temporarily turn off protection:
      • Open Windows Security and turn off.
      • Any third-party antivirus or/and firewalls.

    Disclaimer: Temporarily turning off real-time protection may make your device vulnerable to threats. So please turn it on immediately once the issue is fixed or if it’s unrelated to the issue. 

    3 - Test with a brand‑new Windows user account

    • Open Settings > Accounts > create a temporary local user account
    • Sign into that account and try logging into UHC website again.
    • If it works, your original Windows profile is corrupted.
    • Consider migrating to this new profile instead.

    4 - Configure on the UHC account

    • On your another device, sign into UHC and go into its Settings
    • Do one or all of the following, if the option is possible:
      • Turn OFF 2FA.
      • Change your password.
      • Disconnect previous sessions.
    • On your PC, try signing in this time without verification.

    5 - Try to access the site in Clean Boot

    • Follow this guide on How to perform a clean boot in Windows - Microsoft Support 
    • In the Taskbar Search, find msconfig and open it.
    • Disable all non-Microsoft startup items/services > restart PC 
    • If the problem is gone, it's likely that one of the applications was the cause.
    • You may need to manually enable them half-by-half, then consider removing or disabling it. 

    Disclaimer: A "clean boot" starts Windows with a minimal set of drivers and startup programs. It helps to determine whether a background service is interfering with your game or program and to isolate the cause of a problem. They might look complicated at first glance but can help you get back on track.

    If the issue still persists after everything, I'm also short on ideas. There isn’t a deeper Windows or Surface‑side fix beyond the steps above when multiple browsers on the same device are affected. The practical workaround is continuing to use a device where sign‑in works.
