What I recommend is that you log in to the Microsoft 365 Admin Center if you are a business customer, and use the “Contact Support” option to request a callback. If you are a retail customer, you can go to support.microsoft.com and open a service request, where you can specify your preferred contact method and phone number. This ensures your request is routed to the correct account representative securely.

Phone calls cannot be initiated directly, but Microsoft support can call back after a request is submitted.

If help is needed specifically with a Microsoft Store purchase or subscription tied to the account, use the Get help button on the Microsoft Store purchases support page, then follow the prompts and select a callback option if offered.
To speak to a live agent in general (for supported products/services):
Microsoft will use the contact details provided in the support request (not automatically the number on file) when placing the callback.
