Based on your description, this does not appear to be an issue with creating or publishing Viva Pulse content itself, since the Pulse is still being posted successfully. Instead, this behavior is most commonly related to how Viva Pulse delivers notifications to Microsoft Teams, which has changed over time and depends on several specific conditions.
Viva Pulse does not send Teams notifications automatically in all scenarios. Teams notifications are delivered only when the Viva Pulse Teams app is installed and up to date for the affected users, and when notification delivery through Teams is enabled at the organization (tenant) level. If the Viva Pulse app is missing, outdated, or if notification settings were recently adjusted by an administrator, Pulse notifications may stop appearing in Teams without showing an explicit error to end users.

Another important point to be aware of is that administrators can now manage how Viva Pulse notifications are delivered across the organization, including whether notifications are sent via Teams activity feed, Teams chat, or email.
