Here are some suggestions you can try:
First, keep the OneDrive app open on the phone for a while on a stable Wi‑Fi connection and check if anything changes. Microsoft says opening the app can force synchronization, and large files can take longer to process.
Check whether the account is out of OneDrive storage. If storage is full, new edits or uploads may stop syncing properly, which can leave mobile and web out of step.
Reinstall the OneDrive app on the Samsung device. Microsoft recommends this for Android app sync/crash issues, and other users have reported reinstalling fixed similar “moved or deleted” errors on Android.
Also make sure OneDrive has all file/storage permissions on the phone. In one Android case, access started working again after the app’s device/storage permission was restored.
If the PDF name or folder path is very long, shorten it if you can. Microsoft says long names/paths can stop OneDrive from properly uploading or locating a file.
