To answer your question: No, there is no enablement package for upgrading from 23H2 to 24H2.
To clarify, Windows 11 24H2 is not delivered as a small enablement package like some past feature updates. Instead, it is a full feature update release. This means that devices running 23H2 will need to install the complete 24H2 update package rather than applying a lightweight enablement update. The enablement package model was used in earlier Windows 10 releases, but for Windows 11, major annual updates are delivered as full builds.
On the client side, you should ensure that systems have sufficient disk space (at least 20 GB free is recommended), are fully patched with the latest cumulative updates, and meet the hardware requirements for Windows 11. The upgrade can be distributed via WSUS or other enterprise management tools, but it will be a full feature update rather than a quick enablement.
