Windows 11 – Startup Repair Loop After Certificate/Network Issues (SrtTrail.txt Error)

Hello, I’m hoping someone can help me understand what’s going on with my device. I’ve been troubleshooting for several weeks and wanted to provide a full history of what has already been done so far.

Summary of the Issue

My PC {HP Elite One 800 G3 23.8 in touch Aio} is now stuck in the Windows Recovery Environment with the message:

“Your device ran into a problem and couldn’t be repaired.

Click or press Enter to see other recovery options.

Couldn’t connect to the network.

Log file: C:\WINDOWS\System32\Logfiles\Srt\SrtTrail.txt”

Startup Repair fails every time, and the device cannot connect to the network inside WinRE.

Troubleshooting History (Chronological)

1. Initial Problem: Microsoft Services Not Loading

• Microsoft login pages, Outlook, and other Microsoft sites were failing to load.
• Non‑Microsoft websites worked normally.
• Browser showed certificate trust errors on Microsoft domains.

2. Browser-Level Fixes Attempted

• Cleared cache, cookies, and site data in Edge and Chrome.
• Created a brand‑new Edge profile to rule out profile corruption.
• Verified system date/time and time‑sync settings.

3. Network Stack Repair

Ran the following commands:

• netsh winsock reset
• netsh int ip reset
• ipconfig /flushdns

Also:

• Switched DNS to Google DNS (8.8.8.8 / 8.8.4.4).
• Reinstalled Wi‑Fi drivers.
• Confirmed other devices on the same network had no issues.

4. Certificate Store Repair

• Repaired Windows root certificates.
• Attempted to restore missing or corrupted certificates from Microsoft’s trusted root store.

5. System Instability After Windows Reset

This PC had recently undergone a Windows reset, and after the reset:

---I can't even log into my school website or portal. But this was I could actually get logged in. My computer is hooked to my modem through the Ethernet cord. It's say my pin has changed try to get over to sign but says I'm not connect to the internet. I did a network test in the systems test area and it said it passed.. I don't care if I have to do a full factory reset or install I mean everything is backed up on my laptop and OneDrive at my school one drive so to do a factory reset would not be a problem I just need my desktop to work I am not in a position to just go out and buy another computer simply because this one is out of warranty and up until 2 months ago has been running just fine I when I did a fresh restart I got Windows reinstalled through the image USB and ever since then I've had issues.
