This issue you have is actually common as the device itself might still be detecting the locale language where the device was manufactured. There is a way to check this on the settings.
You can follow the steps below:
First, press Win + R
- Type:
intl.cpl - Go to the Administrative tab
- Click Change system locale…
- Select: English (United States) (or your preferred English variant)
- Uncheck “Beta: Use Unicode UTF-8 for worldwide language support”
- Click OK
- Restart the PC
Once done, check again if there are still mix of Chinese and English language in your system. If there is, go to the settings next following:
Press Windows key and search for > Settings → Time & Language → Language & region
- Under Windows display language, select English
- Under Preferred languages:
- Move English to the top
- Remove Chinese (after reboot if needed)
- Click English → Language options
From there, you can check if everything is properly installed. If it is, restart your PC and check again.
