Win 11 Outlook 365 Contact list function will not work. Contacts do not enter list

Microsoft refuses to let me speak to a live person. My new computer with 365 has been "adding People" for 3 days and the loop cannot be broken! Multiple attempts to talk to a live person is impossible!

PLEASE HELP me or I will have no choice but to return the new computer to the retail outlet and start all over again with an Apple product.
