It seems you are experiencing issues with SQL Server installation, specifically related to errors and difficulties in downloading the installation files. Here are some steps you can take to troubleshoot the installation errors:

    1. Download the SQL Server image again from the original location and rerun the Setup program.
    2. If you installed SQL Server over a network, try installing it again from a local drive.
    3. Rename the Setup.rll file by navigating to the folder C:\Program Files\Microsoft SQL Server\1XX\Setup Bootstrap\SQLXXX\resources\1033, right-clicking on Setup.rll, and renaming it to setup.rll.old. Then, rerun the Setup program.
    4. If you are using a localized version of SQL Server, ensure that your operating system settings support it.

If these steps do not resolve the issue, you may want to consult the SQL Server installation guide or repair a failed installation for more detailed guidance.
